Managing A/E Contracts Under the FAR and AASHTO Guide

Learn how the new AASHTO Guide now impacts federally funded work down to all state and municipal projects.

Are you getting credit for all your overhead that is legitimately allowable under the FAR?

Here’s what happened to an engineering firm we know. They spent hired a photographer to take pictures of their projects for a new corporate brochure. Because this was general promotion, the $5,000 photographer’s bill was charged to a non-allowable overhead account.

But let’s say they had hired the same photographer to take the same photos and used them in a proposal. That would have made the $5,000 photographer’s bill a bid & proposal expense – allowable overhead. Once they had the negatives, they could have then used the negatives for pictures in their general brochure. And the photographer’s costs would remained as an allowable overhead expense.

The FAR regulations and AASHTO Guide are enormously complex documents, subject to many gray areas of interpretations. Would you trust your in-house staff to prepare your corporate tax returns without any training in the IRS tax code? Of course not. Yet many firms trust their in-house staff to deal with similarly complex FAR and AASHTO issues.

The AASHTO Guide for Transportation Consultants is the FAR “bible” for A/E firms that contract with DOTs and other state and local agencies, using federal transportation funds. This 176-page publication condenses the nearly 2,000-page FAR document into the essential information you need to know. AASHTO recently released a fully revised version of its Audit Guide, which several PSMJ experts had a major hand in writing.

Now, those same PSMJ experts are ready to help you ensure your accounting practices are 100% FAR compliant and that your firm benefits from the numerous ways the new AASHTO Guide can help your firm.
